SOE = state-owned enterprise; DFI = development finance institution; ECA = export credit agency. Public sources of finance reflect mainly funds from SOEs. Includes project-level financial data of three-quarters of total capacity commissioned over 2016 19 period (focused on medium- and large-scale projects).
