Agenda

The International Energy Agency (IEA) hosts this annual 2-day workshop on emissions trading in collaboration with the Electric Power Research Institute (EPRI) and the International Emissions Trading Association (IETA).

This high-level international workshop brings together 130+ senior officials from OECD countries, the European Union and other nations, corporate executives from electric companies, energy-intensive industries, brokerage companies and the financial community, analysts and researchers from non-governmental organisations and academia to discuss current topics related to the evolution of GHG emissions trading programmes around the world. The workshop will combine presentations based on recent research with highly interactive discussions.

Session 1 – Evolution of National and Sub-National Trading Systems
This session highlights the evolution of national and sub-national greenhouse gas emissions trading systems, focusing on key design features and implementation challenges.

Session 2 – Finance
Developed countries have committed US$100 billion annually to support climate action in developing countries. This session will investigate how the carbon market, and existing and potential future market mechanisms, can contribute to this goal and leverage additional finance for mitigation.

Session 4 – Linking
An ongoing theme of this annual workshop has been the potential to link emerging carbon markets together. Now linking carbon markets is becoming a practical issue in emission trading systems with the emergence recently of several new ETS that intend to link together in the near term. This session will explore practical issues that regulators will need to address to link markets together, including creating robust registries, ensuring a functional market and avoiding fraud, auctions, and the implications of different policy design choices.

Session 5 – Emissions Trading, Trade and Trade Wars
With the inclusion of the aviation in the EU ETS, international trade disputes have made their entrance in the emissions trading policy arena. This session will consider what other trade-related issues and disputes may emerge as other domestic emission trading systems are being established.

Session 6 – New Market Mechanism / NAMA crediting
After years of research on scaled-up mechanisms, from “no-lose” to sectoral approaches, new market mechanisms are now going to be officially considered under the UNFCCC. Countries also are developing their own approaches to scale up international credits. This session will consider the technical, economic and governance challenges associated with development of new market mechanisms.
