Climate Change Framework Law

This law establishes the principles and main aspects of climate change policy. It aims to coordinate and support integral management, in a participative and transparent manner, of climate mitigation and adaptation strategies, fulfilling international commitments under the United Nations Framework Convention on Climate Change and contributing to low-carbon development opportunities.

 

It defines that the Ministry of the Environment is the national authority on climate change, being responsible for setting related standards, policy implementation, monitoring and evaluation as well as periodically elaborating national greenhouse gas inventories. Furthermore, it shall, in coordination with the competent authority of the National System for Environmental Impact Assessment, incorporate the analysis of climate risk and vulnerability, and the identification of climate change mitigation actions, in the evaluation of projects subject to environmental impact assessment.

 

The Climate Change Framework Law also outlines climate change national and regional strategies, including national determined contributions, provisions on environmental education and public participation, funding for low-carbon technologies, emissions control, and efforts to promote energy efficiency in various productive and extractive sectors.
