National Energy Conservation Programme (Procel), Municipal Energy Management

PROCEL Municipal Energy Management is a programme of collaboration and support to municipal administrators for the management and efficient use electricity. The programme’s aim is to improve the management of electricity, identify opportunities for saving energy, reducing waste, using more efficient equipment, and to develop greater awareness of the efficient use of energy by end-users.

Several resources have been developed under the programme including:

Support for developing Municipal Energy Management Plans (Planos Municipais de Gestão da Energia Elétrica, Plamges).
Municipal Energy Information System (Sistema de Informação Energética Municipal or SIEM), which is a web-based platform available to municipalities for logging and tracking data relating to the Municipal Energy Management Plans. As of the end of 2017, Procel had received 358 request for access and use of the programme.
The Efficient Electric Cities Network (Rede Cidades Eficientes em Energia Elétrica, RCE), which consists of municipalities interested in municipal energy management and a technical team to support them. By the end of 2017, the network supported 1,055 municipalities or almost 19% of all Brazilian municipalities.
The Bulletin “Electricity and Electric Energy and Municipal Energy Management,” which provides energy efficiency advice to municipalities and updates of actions under the Procel GEM Programme.
The "Online Course on Energy Efficiency", available on the Procel Info Portal, which since its launch in 2010 has been downloaded more than 11,000 times.
“Learning Communities for Municipal Energy Management” which consist of capacity building for energy managers in small municipalities.
