Implementation guidelilnes for carbon neutralization of large-scale activities

The policy encourages the organizers for large-scale events to achieve carbon neutrality for large-scale activities, including means of measurement and offsets. It gives specific instructions on emission accounting and offsetting measures, and reporting structure for event organizers if they commit to organize a carbon-neutral large-scale activity. The implementation plan of carbon neutrality for large-scale activities should determine the accounting boundary of greenhouse gas emissions, estimate greenhouse gas emissions, put forward emission reduction measures, clarify the offsetting methods of carbon neutralization, and publish the main contents of the implementation plan of carbon neutrality. After taking measures and finishing its carbon neutrality report, the organizer shall entrust a third party to verify its report.
