National Long Term Renovation Strategy
The Long Term Renovation Strategy aims to provide group the different guidelines that have been approved to increase energy efficiency (EE) in buildings. In this document, we can find a deep study of the building stock and its potential in terms of EE, and several policy strategies that have been implemented or are to be implemented to reach high EE in buildings by 2050. It includes the following:
- Short term measures:
- Regulatory changes to boost building renovation (KENAK programme).
- Furthering subsidies for interventions improving buildings' EE ("Saving at home" program)
- Increase of depreciation rate in companies for energy-related costs in buildings.
- Setting off arbitrary fines with energy upgrade works.
- Appointing at least one energy manager in each public building.
- Increasing the number of buildings consuming fully renewable energy (KSMKE program)
- Medium term:
- Create attractive and sustainable energy PPP investments to upgrade the public building stock (Electra program).
- Financial support for techniques energy saving interventions in sectors with high potential such as industrial and tertiary sector.
- Implementing an Energy Efficiency Obligation Regime, pushing obligated parties in industry to save at least 20% of its overall cumulative energy by 2030.
- Creating a National Energy Efficiency Fund (ETEAP) to be the basis for the development of new financial instruments, with a view to financing programs and other measures related to EE.
- Developing Innovative financial instruments of mixed financing to attract investment for EE.
Finally, a detailed description of the energy savings that are expected to follow the implementation of these policies is provided along the strategy. With this plan, Greek authorities aim to boost job creation in the building sector, as a way to simultaneously boost the Greek economic recovery and tackle high unemployment rates.
