Resolution 1447 – 2018. Monitoring, Reporting, and Verification System for mitigation actions at the national level

The resolution describes the national monitoring, reporting and verification (MRV) system for greenhouse gas (GHG) mitigation actions. It establishes the MRV methodology and inventory for GHG emission reduction actions. 

The MRV system is managed by the Institute of Hydrology, Meteorology, and Environmental Studies (IDEAM). This system is part of the National Information System on Climate Change. The resolution states that the Institute will “design and implement protocols and methodologies for the monitoring of GHG mitigation actions”; and “follow up on the status of national, sectoral and sub-national GHG mitigation plans, policies, and actions.” Other policies that use the MRV system include the “Integral Plan for Climate Change of the Mining-Energy Sector”, as well as Colombia’s mitigation goals as set out in Measure 2 of Colombia’s NDC to meet its commitments under the UNFCCC. 

The mitigation actions are registered in the national registry of GHG emission reductions (RENARE). The resolution also describes the requirements for verification bodies, based on the Decree 1074 – 2015.

The initial version was Resolution 1259 – 2015, which introduced the requirement to report information on programs and projects from the mitigation initiatives (particularly REDD+ initiatives).
