National Strategy for the Circular Economy

The 2022 National Strategy for the Circular Economy updates the original strategy that was published in 2017 by the Ministry of Ecological Transition. The Strategy is a programmatic document that defines a number of actions, objectives and measures to be institutionalised through policy in the pursuit of an effective transition to a circular economy. 
The update puts particular emphasis on the definition of new administrative and fiscal instruments to strengthen the market for secondary raw materials, so that they are competitive in terms of availability, performance and costs compared to primary raw materials. Proposed measures include:

  • The creation of a new digital waste traceability system that can allow, on the one hand, the development of a market for secondary raw materials and, on the other hand, the control and prevention of illegal waste management phenomena;
  • The development of tax incentive systems to support the use of materials from recycling chains;
  • The strengthening of existing regulatory instruments like the End of Waste legislation and Minimum Environmental Criteria.
