Law No. 72/2020/QH14 on Environmental Protection

The Law on Environmental Protection provides for environmental protection activities; rights, obligations and responsibilities of agencies, organizations, residential communities, households and individuals involved in environmental protection activities.
Article 91 of the Law describes provisions related to the reduction of greenhouse gas (GHG) emissions, including carbon dioxide, methane and nitrous oxide. Pursuant to the Law, the Prime Minister shall promulgate a list of sectors and GHG emitting facilities subject to GHG inventory, to be updated every two years. The Ministry of Natural Resources shall introduce the GHG inventory system for measuring, reporting and appraising reduction of GHG emissions and provide a report and analysis every two years. Any Ministry that manages sectors subject to GHG inventory must organise and send inventory data, formulate and organise implementation of annual GHG emission reduction plans and provide guidance on technical processes and regulations regarding measurement, reporting and appraisal of reductions to the fields and sectors under its management.
