Executive Action to Spur Domestic Clean Energy Manufacturing by Invoking the Defense Production Act

In June 2022, President Biden issued a series of memoranda (Presidential Determinations 2022-15 through 2022-19) invoking the Defense Production Act of 1950 to spur domestic clean energy manufacturing and clean energy projects. These instruct the Department of Energy to take necessary action to rapid expand domestic manufacturing needs, specifically for:

Solar panels and parts including modules and module components (Presidential Determination 2022-15);

• Insulation material (Presidential Determination 2022-16);
• Electrolyzers, Fuel Cells, and Platinum Group Metals (Presidential Determination 2022-17); and
• Electric Heat Pumps (Presidential Determination 2022-18)

As of May 2024, two funding opportunities have been opened  for domestic heat pump manufacturers.
