The proposed amendments aim to promote the recycling of waste batteries by recognising black mass (a byproduct of battery recycling) as a recyclable resource rather than waste. This change is intended to alleviate the regulatory burden on the recycling industry and encourage the growth of the waste battery recycling sector. The amendments include establishing quality standards for black mass and exempting it from certain waste regulations, aligning with practices in other regions like the EU and USA.
