Law 693 was enacted to promote the use of ethanol as a biofuel for transport. The Ministry of Mines and Energy (MME) was delegated to establish the quantity and quality of the ethanol blends, and the development of technical standards and regulations for the production, storage, distribution and blending for ethanol. It was also assigned to develop the regulations for the gradual implementation of the programme, starting with cities with higher population.

By 2006, in cities with more than 500,00 inhabitants 10% bioethanol blend is obligatory.
