On Urban Development

The RA Law on the amendments to the Law of the Republic of Armenia “On Urban Development” was adopted on March 23, 2018. Related to energy efficiency of the buildings Point 12 of Article 10.1 states that the “State Administration Body in urban development elaborates and provides proposals to the Prime Minister concerning the maintenance and safe use, as well as the modernization (including the improvement of energy saving and energy efficiency) of the buildings (including multi-apartment buildings) and constructions”. The mentioned Technical regulation “regulates the relations of the processes concerning the energy saving and energy efficiency in the newly-built multi-apartment buildings and the state constructed (reconstructed and renewed) facilities taking into account the climatic conditions, internal microclimatic requirements and cost-effectiveness in the buildings, which must be maintained in the design, construction and adoption phases with a view to limit the emission of hazardous substances and greenhouse gases into the environment”. The requirements of the Regulation aimed at: Introduction of a common methodology for calculation of energy efficiency in the buildings,Ensuring minimum energy efficiency requirements in the buildings,Introduction of the system for conformity assessment of the buildings' energy characteristics and provision of the energy efficiency certificates,Organization of the energy expertise of heating, ventilation and air conditioning systems in the buildings in line with the established procedure,Development of the programs aimed at construction of the buildings with nearly-zero energy consumption and their continues increase.
