Law on Energy Efficiency in Buildings
In June 2017 the parliament approved the law on Energy Efficiency in Buildings to meet the requirements of the EU EPBD Directive. The law makes mandatory certification of new and undergoing renovation residential buildings, the residential buildings obtaining state support for thermo-modernization and all public buildings with the floor area above 250 m2 in line with the EU legislation. It also requires the developers to comply with the minimum energy performance standards (MEPSs) that are effective in the EU. The certificates containing information about the class and other indicators of energy efficiency of the building should be displayed in an accessible for the people place. The owner or developer should also provide the certificate on a request of a potential apartment buyer or a person renting the apartment. The certificate must contain the following information: classification of energy efficiency of the building (energy efficiency label), MEPS of the building, energy intensity (except for new construction objects), the series and number of the certificate of the energy auditor, who made the energy certificate, information on greenhouse gas emission of the building, etc. Ministry of Regional Development approved the resolution On the Procedure for Certification of Energy Efficiency and the Form of Energy Certificate in July 2018. The law came into force in July 2018 while the requirements on certificate’s displaying will come into force in July 2019 and there is no information to make a judgement on law’s enforcement.
