National Technical Table of Critical Raw Materials

In January 2021, the Ministry of the Ecological Transition and the Ministry of Business and Made in Italy launched the National Technical Table on Critical Raw Materials. The purpose of the Table is to ensure the necessary coordination and facilitate discussion among participants regarding the production and procurement of critical raw materials. The Table is coordinated by the Ministry of Economic Development and Ministry of Ecological Transition and is composed of representatives from various national agencies, research centres, industry associations, and consortiums. Article 4 of the decree establishing the table outlines the following functions of the body:

  1. Formulating proposals for a strategic national critical raw materials supply, following the principles of urban mining, eco-design, sustainable mining and using best available technology practices;
  2. Developing proposals for possible regulatory initiatives of relevant ministries, with consideration of best practices at the European and global level;
  3. Collecting qualitative and quantitative information for individual critical raw materials and related products in terms of potential supply and demand with a 2050 horizon;
  4. Carrying out analytical activities at the domestic and international level;
  5. Proposing potential public information initiatives, in consultation with the Ministry of Ecological Transition and relevant institutions;
  6. Providing elements and assessments for the definition of a critical raw materials list for Italy, considering emerging needs of national companies;
  7. Providing elements to inform, at least semi-annually, the Inter-ministerial Committee for Ecological Transition about the development of activities under (1) and (2) and other relevant activities; and 
  8. Making proposals in order to prevent the disruption of critical raw materials for sectors, supply chains and products needed for the ecological and energy transition.
