Sierra Leone Mines and Minerals Development Act 2022

The Mines and Minerals Development Act 2022 replaces the Mines and Mineral Act, 2009 and introduces new provisions for exploration, mines and mineral development, sale and export for the socio-economic benefits of the people of Sierra Leone. The Act emphasises transparent and accountable management of the minerals sector in line with international best practices. It also enhances employment practices, ensuring the welfare of communities affected by mining activities and implementing measures to reduce the negative impact of exploration and mining on life, property and the environment. The legislation addresses various aspects related to the responsible and sustainable management of Sierra Leone's mineral resources. 
The previous Mines and Minerals Act 2009 consolidated and amended existing legislation related to mines and minerals in Sierra Leone. It encouraged both local and foreign investment in the mining sector by introducing updated provisions for exploration, mine development, and the marketing of minerals. The overarching goal is to benefit the people of Sierra Leone by ensuring transparency and accountability in managing the mineral sector, aligning with international best practices.
The Act emphasised the promotion of improved employment practices, enhanced welfare of communities negatively impacted by mining activities and measures to mitigate the harmful effects of mining on the environment. Finally, it required environmental impact assessments from small-scale and large-scale mining license-holders. The comprehensive nature of the Act reflects an effort to create a regulatory framework that facilitates responsible and sustainable mining practices in Sierra Leone.
