Features:
- All electricity consuming equipment must have an energy efficiency class label (Art.12). 
- Determination of the class and characteristics of energy efficiency is carried out in accordance with the technical regulations of the Eurasian Economic Union and is carried out by the manufacturer (importer) (Art.12.3).
- Entities that consume energy resources 1500 or more tons of standard fuel per year, as well as government agencies, entities of the quasi-public sector and natural monopolies consuming energy resources 100 or more tons of reference fuel per year are subjects of the State Energy Register (Art. 1). 
- Subjects of the State Energy Register provide following information (once a year): actual energy consumption per unit of production and (or) consumption of energy resources for heating per unit area of buildings;  action plan for energy saving and energy efficiency, etc. (Art. 9). 
- Selling and using electric incandescent lamps of 25 watts and above has been prohibited, as is the procurement of such lamps by state agencies and entities, and the quasi-public sector (Art. 13).
- Conducting a comprehensive non-departmental expertise of projects in terms of energy saving and energy efficiency is mandatory (Art. 15) for facilities whose design consumption of energy resources exceeds the equivalent of 500 tons of standard fuel per year; for projects for the construction of unique facilities that are not supported by the presence of existing state or interstate standards and developed according to special technical conditions (special standards) that replace them.
- The subjects of the State Energy Register, with the exception of state institutions, undergo a mandatory energy audit at least once every five years (Art. 16). 
- All subjects of the Energy Registry with annual energy consumption of at least 100 000 tons of standard fuel can voluntarily sign an agreement with the state authority and local municipality to reduce energy consumption by 15% within five years (Art. 18). 
- Designed and under construction buildings must comply with the requirements on energy saving and energy efficiency (Art. 11.1).
- Energy efficiency class of buildings is established based on the results of an energy audit and is indicated in the energy audit conclusion (Art. 11.6).
- The Law on Energy Conservation and Energy Efficiency introduces energy service contracts (Art. 18.1).
- All new buildings must have metering devices and automated heat supply stations under this law (Art. 8.1).
