Regulations for the Administration of the Recovery and Disposal of Waste Electric and Electronic Products

These Regulations were promulgated for purposes of regulating the recovery and disposal of waste electrical and electronic products, promoting the comprehensive resource utilization and the development of circular economy, protecting the environment, and safeguarding the human health. 

The Regulations apply to apply to the WEEE included in the Catalogue of Waste Electric and Electronic Products for Disposal. They make the State responsible for the administration of recovery of WEEE by way of a “multichannel recovery and centralized treatment” framework. In this regard, the following provisions are relevant:

  • Formulation of a Catalogue of Waste Electric and Electronic Products for Disposal
  • Creation of a licensing regime for the disposal of WEEE
  • Establishment of a fund that manufacturers and consignees are obligated to contribute to for disposing of WEEE, which shall be used as subsidy for recovery and disposal expenses.
  • Encouragement to manufacturers of electric and electronic products to recover such products by themselves, or through their distributors, repair agencies, after-sale agencies, or operators engaged in recovering waste electric and electronic products.
