The purpose of the Biofuel Law was to promote biofuels, supporting the utilisation of environment friendly and reliable renewable energy resources.

Some of the important provisions of the law are:


1) The Cabinet will implement the State policy regarding the trade in biofuels in accordance with the provisions of the Law.
2) The State assistance will be granted for the production of the minimum annual amount of biofuel necessary and the financial assistance quotas for the types of biofuels will be specified in accordance with the procedures provided for by the Cabinet.
3) The Cabinet will specify measures which ensure that biofuels account for not less than 2% of the total amount of fuel for transport by 2005 and 5.75% by 2010.
4) The Cabinet will monitor the ficing for the initiative, set the quality requirements for biofuels, define the procedures to control biofuel blending processes, and evaluate the economic efficiency of biofuel production in Latvia benchmarking it against average indicators of the EU.
5) The local governments will provide incentives to consumers to use biofuels, promote the use of biofuel in public transport, and create favourable conditions for the production of biofuels.
