Regulation (EU) 2018/1999 on the Governance of the Energy Union and Climate Action

The Regulation aims to ensure that the EU's Energy Union Strategy on energy security, internal energy market, energy efficiency, decarbonisation and research, innovation and competitiveness is implemented and coordinated coherently. Most notably, it aims to ensure that the Energy Union achieves its objectives, in particular the targets of the 2030 policy framework for climate and energy and the Paris Agreement on climate change. 

 

For each ten year period, starting with the period of 2021 to 2030, the Regulation requires EU countries to produce integrated national energy and climate plans.  It also provides for consultation processes; regional cooperation; preparation and reporting of long-term low-emission strategies with a 50-year perspective, in view of contributing to broader sustainable development goals and the long-term goal set by the Paris Agreement; progress reports; and requirements for national and EU inventory systems for greenhouse gas emissions, policies, measures and projections.

 

On the subject of methane, Article 16 of the Regulation requires the European Commission (EC) to develop a strategic plan on methane emissions for the European Union.  In developing the strategic plan, the Commission shall analyse and consider policy options for reducing the short- and medium-term impacts of methane emissions.
