Building Energy & GHG Target Management Scheme (BGHG)

Building Energy & GHG Target Management Scheme (BGHG) was implemented as a core measure to meet medium-term GHG reduction target (by 2020) prescribed in the article 42 of the Framework Act on Low-Carbon, Green Growth and the articles 26~32 of the Enforcement Decree of the same Act.

 

Companies with high GHG emission and energy consumption are designated as target management companies. They are imposed with GHG emission and fossil fuel energy targets and required to evaluate their performance. The targets would be set through a discussion between the government and the respective companies. Incentives (supports for implementation) and penalties (improvement order and penalty) would be given for the fulfillment of the target.

 

Targets of the program are categorized as corporates and business premises. The scope of the target is slated to be expanded pursuant to the article 29 of the Enforcement Decree of the Framework Act on Low-Carbon, Green Growth. Companies whose last 3-year average GHG emission and energy consumption exceed the threshold are designated as target management companies.

 

The Ministry of Environment oversees the program implementation and runs the Greenhouse Gas Inventory & Research Center of Korea. The Greenhouse Gas Inventory & Research Center of Korea was established to develop comprehensive GHG information management system. Supervising institution in each section serves as a single window to oversee tasks of target setting, implementation and giving support for the target management companies.

 

The target management companies submit statement of their GHG emission and energy consumption and set targets for the next year through consultation with the government. The companies implement measures to meet their targets for a year and must submit the result to the government.
